ABSTRACT

This chapter discusses the Latin America's relations with two key regions outside the American hemisphere: Europe and Asia. Europe has always exercised a strong political and cultural influence in Latin America, a term probably coined by Europeans in the nineteenth century in an effort to distinguish the region from the US. Waves of European immigration had an important impact upon political culture and ideas throughout Latin America in the 1920s and 1930s. Climate change has also risen up the European Union (EU) political agenda and this has been reflected in an intensification of contacts and talks with Latin American countries to give greater weight to environmental issues within the EU–LAC partnership. Russia's primary interest in Latin America is economic, with the region seen as a fertile market for arms, technology, aerospace, and energy infrastructure, as well as being an ally in global energy markets. China's role in Latin America is limited by a number of geopolitical and political factors.
