Fulton follow-up reports.l In connection with the Fulton enquiry, follow-up reports were furnished by Departments as at September 1, 1966, on all entrants to the Administrative Class, between 1948 and 1963, some 1,064 in all. A special report form was used, including a statement of the rank reached, an overall grading for efficiency at present duties, and an assessment of future promise in terms of the highest rank which the entrant was thought to be capable of filling successfully. The main criterion 'Combined Criterion Score', was a weighted combination of these three factors. Increasing service naturally improved the prospects of promotion to higher rank and thus tended to increase C.C. score. When comparing progress made by entrants over the full period of sixteen years, therefore, C.C. score was adjusted to compensate for length of service, this index being referred to as 'Adjusted C.C. Score'.
