ABSTRACT

As highlighted in Chapter 1, the contemporary operational environment may in part be characterised as a ‘grey area’, not only for operational and doctrinal purposes, but also for normative purposes. This grey area may comprise activities that constitute a response to a state of emergency or exceptional law enforcement measures, namely military operations that do not amount to an armed conflict, but which, as indicated by Chapter 1, may be performed simultaneously with military operations that form part of a wider armed conflict.
