It is, or would be completely understandable that the payers of revenue would want a system that was xed. Rents and taxes always increased. To x either rents or taxes was incomprehensible. It may be every renters or taxpayer’s utopian dream but, in the real world, such things simply do not happen. However, on 22 March 1793, tax revenue for Bengal was xed in perpetuity, not rents, only the tax on the land. e xing of the revenue without equivalent controls on the land rents paid by ryots and tenants, could only lead to abuses.
