ABSTRACT

This introduction presents an overview of the key concepts discussed in the subsequent chapters of this book. The book outlines the nature and relevance of ecological modernisation (EM) theory. It discusses how the over-productionist development model, which has led to superficial high economic growth rates, is grinding to a halt. The book considers the implications of lower economic growth, the transition to a more service-based economy and determined policies to reduce pollution from industry. It examines how the era of big increases in energy and coal consumption is at an end. The book explains the pollution problem in China, and how governance structures are geared to deal with the carbon emissions. It focuses on the supply side and looks in particular at the main means of fuel switching, and likely outcomes, to reduce carbon emissions. The book presents some comments about how Chinese policy might move forward from here to increase the possibilities for radical reductions in carbon emissions.
