ABSTRACT

Public sector corruption is a global issue today. Pakistan is no exception. No department in Pakistan is free from corruption. Police, nonetheless, is seen as the flagship department of corruption, as portrayed in many perceptual surveys on corruption. The public, however, cannot understand all forms of corruption. There are at least three types of corruption in police: (1) administrative corruption, (2) legal corruption, and (3) financial corruption. Administratively, there is strong grouping/fraternities in police officers. The merit-based work has very little recognition, if any. Personal considerations are there when the matters of posting/transfer are discussed. On the legal side, the police usually twist the law to give benefit to criminals. The law is manipulated and interpreted in such a way that leads to hampering of investigation and prosecution. The posting/transfer at the desired place, and the twisting of law and rules, is not done for heaven’s sack. The ultimate objective of the above two corrupt practices is the financial benefit.
