ABSTRACT
The United States of America in December 1982 was the only country in the United Nations to vote against a resolution which would provide for full information and prior notification before a nation exported hazardous substances. The United States was again the only nation in the world to vote against the World Health Organization's code of marketing practices on infant formula. The US representative to the Organization for Economic Cooperation and Development (OECD) in 1982 told her OECD counterparts that the US would oppose a uniform system of pre-market testing for potentially toxic chemicals. Though the world community was getting more active in its efforts to deal with the hazardous export problem, the United States was reversing what small steps it had begun to make.
