ABSTRACT

In the United States, although the state governments have primary responsibility for elementary and secondary education, the national government provides support in a few key areas. A special concern of the federal government for more than three decades has been the education of children who come to school with disadvantages, whether because of educational or economic reasons or resulting from physical or mental impairments.
