Review of Federal Universal Service Policy in the United States

Through passage of the Telecommunications Act of 1996, Congress altered radically the federal framework for regulating the telecommunications industry. As part of this framework, Congress also codified universal service policy. Although there is some debate as to whether Congress contemplated a policy of universal service under the original Communications Act of 1934 (Mueller, 1993), there is no doubt that universal service is a critical component of the new regulatory regime set forth in the Act.
