In his book, Earth in the Balance: Ecology and the Human Spirit, thenSenator A l Gor e outline d hi s concep t fo r a n internationa l partnershi p between scientist s an d student s wh o woul d monito r an d stud y eart h systems, wit h student s actin g a s a worldwid e syste m o f “sensors, ” collecting data on the condition of thei r local environments and sharing and discussin g thei r dat a throug h th e Internet . Thre e year s later , th e Global Learning and Observations to Beneft th e Environment (GLOBE) program was established to bring Gore’s vision to fruition .
