ABSTRACT

Like many states, California's prison popula tion has grown. Over the past decade (1988-1998), the number of California inmates has increased from approximately 70,000 to over 150,000 (Department of Corrections, 1998). Although causal factors such as a rise in young males, increasing sociaJ stratification, the breakdown of the traditional family, inadequate societal constraints, and ineffective consequences for criminal behavior have been linked to this expansion (Toch & Adams, 1994), the decline in societal tol­ erance for criminal behavior has resulted in more offenders being sen­ tenced to prison for longer periods of time.
