ABSTRACT
A high rate level, RL, is necessary for high reading achievement. However, a high RL is not sufficient for high reading achievement. In the causal model presented in Chapter 1, RL is one of two factors at Echelon 2 that are the proximal causes of reading achievement, or EL. The other proximal cause of EL is accuracy level, AL, as explained in the previous chapter.
