Risk1 is an unavoidable fact of life; specific risks may be reduced, but seldom can they be eliminated. This is true of environmental as well as other types of risks. The unavoidability of risk is implicit in the notion of risk management, the objective of which is to limit risk and make it com-mensurate with the benefits to be obtained from taking it.
