ABSTRACT

Chapter 3 repres ents a different approac h to asses sing critical infr astructur e (CI) interdepend ency from Cha pter 2. Chapter 2 exami ned the spendi ng and fi nancial flows among CI secto rs according to governm ent statistics , whereas this chap ter considers informat ion and data flows among infrastruc ture secto rs as an indi cator of interdepend ency. It discusses findings in the area of data interdepend ency, where data is the exchange of informat ion and comm unications to suppor t the deli very of goods and servi ces, an d not the actual delivery of a secto r ’ s goods and services. For example, data inte rdepend ency is n ot about the delivery of electrici ty to a facto ry; it is abou t the da ta e xchanged between a facto ry and the vario us parts of the electricity supply chain to manag e, facil itate, and enable the delive ry of elect ricity to the factory.
