ABSTRACT

Frequently I read remarks by people who say it can’t be done. They dogmatically claim that traffic accidents, mass panic, and public fears of looting preclude evacuation of cities threatened by certain types of risks. Nuclear power plant accidents seem to be a favorite whipping boy. Needless to say, their training and expertise is not in the social sciences. Yet they offer those opinions as scientific fact. The myths persist, oftentimes nurtured by false prophets.
