Institutional Structure for City Planning and the Comprehensive Plan

In the United States, municipalities-cities, villages, and towns-are, as noted in Chapter 3, generally creatures of the states. As such, municipalities can exercise only such powers as may be delegated to them by the states. Therefore, the institutional structure-or organization-for the conduct of city planning must be related to the state law authorizing and governing such planning.
