ABSTRACT

Planning is a rational process for formulating and meeting objectives. The formulation of objectives, therefore, is an essential task that must be undertaken before plans can be prepared. The formulation of objectives for organizations whose functions are directed primarily at a single purpose or interest and, therefore, are direct and clear-cut is a relatively easy task. However, cities-even relatively small cities-are usually composed of many diverse and often divergent interests. Consequently, the formulation of objectives for the preparation of a comprehensive city plan is a difficult task.
