ABSTRACT
Land subdivision control, zoning, and official mapping are the three most basic and most important means available for the implementation of municipal comprehensive plans. All represent exercises of the police power, that is, of the power to make and enforce regulations to promote the public health, safety, and general welfare without payment of compensation. Capital improvement programming presents a means of plan implementation through the power of taxation and appropriation.
