The loss of essential services such as power, water, transport, and telecommunications during large-scale Ÿood events has direct effects on both society and the economy. In summer 2007, the Ÿooding of Mythe water treatment works in Tewkesbury created one of the United Kingdom’s worst post-World War II emergencies, leading to the loss of piped water supply to 350,000 customers in over 138,000 properties in the Gloucester area from July 22, 2007, for over two weeks (Pitt, 2008).
