ABSTRACT

What we in the private sector seldom do is sit down and have a conversation with someone who works at the Village Hall. Every now and then, fire protection engineers will have a brief discussion with the head of some local fire prevention bureau, but those are talks generally concerned with specific issues regarding requirements for a certain project. What the engineer doesn’t hear about are the numerous problems the village administrator is dealing with herself, especially when the municipality in question has been or is currently caught up in a rush of growth. The problems are many for a city that is rapidly increasing in size.
