As time passed a consensus seemed to emerge that ‘Web 3.0’ was the Semantic Web, Tim Berners-Lee’s vision for imbuing the Web with meaning in order to allow far more information to be processed by machines (Hendler 2009). is third ‘version’ of the Web would be able to express a kind of intelligence by incorporating new ideas from arti- cial intelligence, natural language processing and data mining techniques. Indeed, when questioned at the WWW 2006 conference in Edinburgh, Berners-Lee stated that Web 3.0 (although he objected to the term) was likely to be a combination of the Semantic Web and high-powered graphics using the (then new) SVG format.
