ABSTRACT
Earthquakes, hurricanes, tornados, and floods come to mind when we talk about risks that can disable a facility and its staff. Risk can also be man-made. Terrorist attack, arson, utility outage, or even simple accidents that get out of hand are facts of everyday life. Facilities, especially those that convey information from government to the public during major catastrophes, must keep their people and systems from becoming disaster victims.
