Working the puzzle one piece at a time: Learning to anticipate behavior No single prole exists for terrorists in terms of background or personal characteristics. The differences in the origins of terrorists in terms of their society, culture, and environment preclude such a universal approach as a single prole for foreign or domestic terrorists.1 Much like understanding or interpreting languages, analysts and investigators need to have a familiarity with, if not a total understanding of, the cultures of the individuals they are investigating. Many open-source information venues exist that can provide invaluable assistance in this matter. No matter how much someone attempts to assimilate into a society outside their own, there is a likelihood that they will revert back to something from their culture. It is law enforcement personnel’s job to identify these behavioral differences.
