ABSTRACT
It is interesting to note that as the former Union of Soviet Socialist Republics (USSR) breaks into smaller republics, ethnic groups not yet separated seek their independence. ey too want a smaller world. ey seek selfrule by people who are ethnically similar to themselves rather than those in Moscow. Certainly, the hostage-taking activity of Chechnyan terrorists in the Moscow theater in 2002 and the 2004 taking of almost 400 schoolchildren and their parents in the southern city of Beslan, re°ect the use of terrorism and hostage taking by radicals. Unfortunately for all involved, the Soviets tend not to negotiate. ey talk until they can go tactical. I think they mistake the negotiations process for a downhill process of capitulating to the demands of the hostage takers.
