ABSTRACT

It is interesting to note that as the former Union of Soviet Socialist Republics (USSR) breaks into smaller republics, ethnic groups not yet separated seek their independence. ey too want a smaller world. ey seek selfrule by people who are ethnically similar to themselves rather than those in Moscow. Certainly, the hostage-taking activity of Chechnyan terrorists in the Moscow theater in 2002 and the 2004 taking of almost 400 schoolchildren and their parents in the southern city of Beslan, re°ect the use of terrorism and hostage taking by radicals. Unfortunately for all involved, the Soviets tend not to negotiate. ey talk until they can go tactical. I think they mistake the negotiations process for a downhill process of capitulating to the demands of the hostage takers.
