In the face of increasing energy market volatility affecting both accessibility and affordability, and environmental concerns over continued demand for fossil fuels, the need to improve energy security will be one of the more signi”cant energy challenges facing most jurisdictions this century. Despite its importance and the growing number of energy-related problems confronting many jurisdictions, many people, including politicians, policy makers, and members of the general public, have dif-”culty in understanding energy-related issues in general and energy security in particular. The framework (Figure 5.1) is listed in the following sections.
