ABSTRACT
None of the German states, and none of the chronological periods we have discussed so far, has been characterised by stability. At least with the benefit of hindsight, each of the pre-1949 regimes seemed to contain the seeds of their own destruction. Even Bismarck’s Reich lasted for less than fifty years, doomed by its military nature and its attempt to exclude democratic participation in an age of mass politics.
