Other institutions also have a role in terms of receiving draft proposals for legislation and providing consultation, particularly the Economic and Social Committee and the Committee of the Regions. COREPER, of course, has a role to play in supporting Council through all legislation. Prior to the Treaty of Lisbon there were basically four types of legislative procedure that were now possible within the EU legal order. However, it is also true that there are limited circumstances where the Commission is authorised to legislate on its own and there are other instances where the Council and Commission can act without consulting Parliament, although in practice they still do. The four main processes were:

J the proposal (or consultation) procedure; J the co-operation procedure (this has now been discontinued); J the co-decision procedure (this is now the main legislative process now known as the

ordinary legislative procedure under Article 294 TFEU);

J the process of assent.
