Great Lakes Basin”, discusses the increasing capacity of local government in trans-boundary environmental management (essentially meaning the degree to which actors can participate in, and infl uence, governance or decision-making processes). Th e focus of the chapter is mainly on the transformation of the role of local government in environmental policymaking in the Great Lakes Basin and specifi cally on “the Great Lakes and St. Lawrence Cities Initiative” which is the only example of a transnational municipal network operating across the border between Canada and the United States.
