In the past, a substance was considered to be safe if it did not cause an immediate death or at least any acute serious injury in the case of contact with a living organism.

Nowadays, a substance is considered to be relatively harmless if it does not elicit any adverse eects in de nite biological systems either at the level of organs or physiological systems or at the level of macromolecules or single links of the metabolic system.
