ABSTRACT
Policy design refers to the content and substance of public policy—the tools, instruments, and other features or “architecture” of policy. Just as a city has a design, so also do public policies—whether constitutions, statutes, governmental pronouncements, agency guidelines, or practices of implementers. Moreover, just as a city's design can be characterized along many different dimensions, so too the description and analysis of policy design must encompass multiple dimensions.
