ABSTRACT
The USA PATRIOT Act was part of the response to the September 11, 2001 terrorist attacks in the United States. It tried to strike a balance between the need to enhance security, especially through enhanced surveillance in counterterrorism investigations, and civil rights, especially in regard to individual privacy.
