ABSTRACT
Nominal regulatory efforts to control air pollution in the U.S. began in the late 19th and early 20th centuries when several large cities approved ordinances to control “smoke” produced by a variety of industrial activities. Though largely ineffectual because they lacked enforcement authority, these smoke ordinances nevertheless served as forerunners of present-day regulatory programs.
