ABSTRACT

Introduction History has demonstrated that collectively criminals are an enterprising and creative lot. As new technologies, new nancial tools, and new social conditions arise, they nd completely new ways to steal, defraud, injure, or kill or update old tricks to give them new life. In recent times, this has been nowhere more evident than with the development of computer technology and the growth of the Internet: As we will see in the next chapter, law enforcement agencies are ghting a generally losing battle against cybercriminals in an “arms race” of cybercrime techniques that always seems to favor the criminals.
