ABSTRACT
The Animal Welfare Act (AWA, Laboratory Animal Welfare Act, P.L. 89-544; USDA 2013a) was signed into law by President Lyndon Johnson in 1966 and is recognized in the United States as the minimally acceptable standard for laboratory animal treatment and care. The U.S. Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) oversees the AWA, while the House and Senate Agriculture Committees have primary legislative jurisdiction.
