ABSTRACT

One of the core challenges faced by emergency managers is how to prevent, mitigate, prepare, respond, and recover from different types of hazards. In addressing this challenge, emergency managers, particularly those working for municipalities, must adhere to strict criteria in developing their emergency plans. Part of the emergency planning process involves the following:

• Identifying what hazards exist in or near the community? • How frequently do these hazards occur? • How much damage can they cause? • Which hazards pose the greatest threat?
