ABSTRACT

Incidents managed in a systematic way are the most successful at achieving the intended goals. The incident commander (IC) and their staff make operational decisions, some strategic, others tactical in nature, and carefully allocate resources to implement them. First responders need to understand the role of the IC as the ultimate decision maker responsible for the outcome of the incident. The Incident Command System (ICS) is the framework necessary to manage the resources, personnel, apparatus, and equipment used to mitigate the incident.
