ABSTRACT

Most land in the Province of British Columbia, Canada, has never been settled or cleared, and 94% of it remains in public hands (Government of British Columbia 2010a). The Ministry of Forests, Lands and Natural Resource Operations manages or administers approximately 80% of the land in British Columbia (BC), and an additional 14%—half of which is forested-is protected in federal and provincial parks (Government of British Columbia 2010a, b).
