The leaders of our government agencies choose missions and goals that they believe reflect public values, but it remains unclear to what extent public values can be accurately identified and transmitted through government agencies. In this study, we present a conceptual framework that draws upon democratic theory-and theories of representation in particular-to illuminate ways of identifying and transmitting public values in networked governance settings.
