ABSTRACT
The macro-level policies of big data involve the government and the consumers, organizations, and vendors that abide by the privacy, security, and policy guidelines on big data. The overarching policy in the realm of big data is HIPAA, which documents the guidelines and relationships between organizations, individuals, and the exchange of health information. By analyzing the macro-level research question of what impacts does HIPAA have on quality of care for consumers and government data security, the author analyzed two hypotheses. The first looks at the implications of HIPAA on deidentification
of data and data security for consumers. The second analyzes the consequences of HIPAA on cyber security for organizations and the nation as a whole.
