ABSTRACT
Although he has sat as a judge in crown courts that hear criminal cases, for most of Recorder Cuthbert’s judicial career he has sat on tribunals. is reects the administration of the justice system in the United Kingdom, as a great deal of judicial work is now undertaken by tribunals, which are designed to be a less formal, quicker, and cheaper method of resolving issues surrounding, for example, welfare benets, immigration, detention due to mental health problems, and so on. ere are a number of these rst-tier tribunals and from them appeal leads to what is known as the Upper Tribunal, which reduces the burden on the high court from having to deal with judicial review applications. e introduction of tribunals followed the Leggatt Report* in 2002 and was given further structure by the Tribunals, Courts and Enforcement Act 2007.
