ABSTRACT

In the wake of the September 11, 2001 attack on the New York City World Trade Center, the astonishingly low casualty count is a tribute to how far into our culture emergency response initiatives have penetrated. Terrorists, both international and “home grown,” have demonstrated that they have the knowledge and capabilities to strike anywhere in the world. Realizing this, safety ofcials of at least one major tenant in the World Trade Center had identied the possibility of the building being hit by a fuel-laden plane, and developed effective, rapid evacuation procedures.
