ABSTRACT
This quote from David Cameron sums up what most state leaders feel, a feeling that echoes with most states’ citizens as well as those investigating acts of terrorism. Due to the catastrophic results terrorist acts have, the primary aim of counterterrorism is to prevent terrorism acts from occurring, not to detect them. This chapter begins with an examination of government policies related to terrorism, in particular the pursue arm of policies as this is the arm of the policy that covers how terrorism is investigated with the focus being on prevention.
