To put the above quote less politely, performance improvement might just come from smart people making stuff up as they go along and getting some of that stuff right. Process-focused experimentation is like that; it  trusts people who work in the process know most about the process. And, if the people have a good problem-solving methodology, including information, skills, and authority to execute those methods, then leave them to learn and adapt the process until it is able to consistently achieve the purpose.
