CM at the enterprise level has much broader in scope than CM of a particular configured item or CM of a particular program. Some may argue that managing the configuration of a contract, building, cleanroom, or test laboratory is not CM. Many say that elements of CM are involved, but it is not CM. Another viewpoint is that while a hand holding a piece of paper is not the paper itself, the hand is involved, and so if any element of CM is involved then CM is present. This second argument is gaining wide acceptance internationally and supported by current guidance and requirements documents. Each of the elements that make up CM must be tailored to the task at hand. In the case of financial records, although a receipt for petty cash may not require change control, it does require planning, management, status accounting, verification, audit, and data management.
