Developing an effective support and maintenance strategy requires some knowledge of the frequency and type of problems that will occur. This is essential information for any organization for several critical reasons:

• System Availability (Risk) • Projecting Total Cost of Ownership (TCO) • Management (Planning and Monitoring)

The adage “One cannot manage what one cannot measure,” attributed to Lord Kelvin, is completely appropriate to this chapter. There is no potential to rationalize contracts or costs without first having a set of measurements.
