At the conclusion of this chapter, the reader will have been introduced to the principle of prevention and its role in emergency management. Prevention has become a central concept in the post-9/11 lexicon of emergency management, especially as it relates to terrorism. The private sector’s access to resources necessary for achieving prevention-oriented goals, as well as ownership of infrastructure, has provided a prime option for partnership at each level of government. Although these publicprivate partnerships are an important mechanism for achieving prevention goals, issues with transparency, accountability, and stakeholder disparities still present measurable challenges for emergency managers and policy makers.
