ABSTRACT
Mr. Webster made the preceding statement during a debate entitled “National Security versus Personal Liberty” on March 3, 2002, at the UC Santa Barbara. The balance of security and human rights is important as we seek to secure our facilities and events. Terrorism, by its very nature, is a violation of human rights. However, when we become heavy handed in the face of a terrorist threat and overreact, stripping away elements of the very democracy our enemies seek to destroy, we have played into their hands.
