ABSTRACT

Think of assessing risk as peeling an onion. The brownish skin is on the outside, and the part you want to get to is under this layer. The tough skin needs to be peeled away, and as you do so, you are presented with a substance that burns your eyes and makes it difcult to see. Yet, if you are going to reach the fruit, you must persevere and keep peeling and cutting away.
