the top of the list of societal concerns. In 2013, 70% of citizens reported that they were “concerned or very concerned about drinking and driving” (TIRF 2013, 4). In the United States, where more than one million people are arrested each year for driving under the influence of alcohol or drugs, 97% of people see drinking and driving by others as a threat to their own safety (Beck et al. 2009). Similarly, research in the European Union found that 94% of its citizens considered drinking drivers to be “a major safety problem” in their respective countries (Gallup Organization 2010, 5).
