ABSTRACT

The use of greywater is as old as modern plumbing, but the recognition of its value hasgrowninrecentyears.Asthewatershortagearoundtheworldhasworsened, waterpriceshaveincreased,quotashavebeencut,andhouseholdsandbuildings havebegundemandinghydrologicalindependence.States,communities,andmany householdshavestartedtorealizethepotentialenvironmentalbene—tofreusing household wastewater; they can alleviate dwindling water balances and promote policiesaccordingly.Thishasledtotheappearanceofanewsubcategoryinwater legislation,designedtoallowthepublictotakeinitiativeandadoptgreywatersystemswhileminimizingitsdamagetopublichealthandtheenvironment.Meeting thesetwoneedsand—ndingtheappropriatenormativebalancearethemainchallenges facing greywater legislation.
